Administration in Hamirpur

Admistration of Himachal PradeshHamirpur is said to be the smallest district in Himachal Pradesh. Spread over an area of 1118 squire kilo meter, the district is bordered by Kangra to the north, Mandi to the east, Bilaspur to the south and Una to the west. Initially, Hamirpur was a part of much larger Kangra district; but in 1972, it was carved out to form a separate unit. Since then Hamirpur town, located at 31.68 degree North and 76.52 degree East on Shimla-Dharamshala Road, has been acting as the district headquarters.

Hamirpur district, though very small, comprises of four subdivisions and they are Hamirpur, Barsar, Nadaun and Bhoranj. Among them, Hamirpur subdivision has been bifurcated into two tehsils; namely, Hamirpur and Sujanpur. The administration in the Hamirpur town is carried out by three different branches. Let us look into them one by one.

Deputy Commissioner of Hamirpur

Hamirpur town is the seat of Deputy Commissioner of Hamirpur District. As we all know, under the Indian system of administration, the same person acts as the Deputy Commissioner, District Magistrate and Deputy Collector for the district. In Hamirpur too, the Deputy Commissioner acts as the District Magistrate as well as the Deputy Collector for the entire district. This makes him one of the most responsible office- bearers of the district. He is however assisted by an Assistant Commissioner, four Subdivisional Magistrates as well as a team of efficient office bearers.

The Deputy Commissioner of Hamirpur has to bear multi dimensional responsibilities. For example:

  • The office of the Deputy Commissioner is responsible for carrying out day to day administrative work.
  • It is also responsible for the welfare of the entire district. 
  • In case of emergencies such as draught, floods, unseasonal rains, fire etc, the Deputy Commissioner has to take immediate action.
  • He is also in charge of all the assets belonging to the government.
  • As Deputy Collector, he also collects revenues as per different governmental acts.
  • As Deputy Magistrate, he is also endowed with quasi judicial power, especially in case of disputes arising in the matter of revenue collection.

Superintendent of Police in Hamirpur

The Superintendent of Police is in charge of law and order situation of not only Hamirpur town, but also of the entire Hamirpur district. As the head of the police force of the district, he is required to remain alert all the while. He is assisted in his duty by an Additional Superintend of Police.

Municipal Council of Hamirpur

In Hamirpur district there are two municipal councils and two Nagar Panchayats.  While Hamirpur and Sujanpat have municipal councils, municipal services at Nadaun and Bhotta are provided by Nagar Panchayats.

The Municipal Council in Hamirpur functions in accordance with Section 51(2) of the Himachal Pradesh Municipal Act, 1968. In general the municipality is entrusted with the job of promoting the safety and health of the town’s population. Following are some of the specific functions the Municipal Council at Hamirpur is expected to undertake:

  • Building and maintaining of public places such as streets, bridges, town gates, town halls etc
  • Lightning and watering of streets
  • Establishments and maintenance of schools, hospitals and dispensaries etc
  • Training teachers
  • Giving relief in case of famine
  • Planting of trees
